William Novotny’s Valuation Background
Object knowledge and market experience impact the credibility of appraisals and the scope of work of appraisers. William Novotny has valued most types of personal property for over 30 years. But more than object knowledge and market experience are required of appraisers. Knowledge of appraisal theory and methods, and the ability to properly understand a client's valuation problem are equally important.
An appraiser must be qualified and experienced
Novotny's appraisal qualifications and credentials include membership in two personal property professional appraisal associations (ISA and ANA) beginning in 1993. These appraisal associations provide training and testing. They establish qualifications, standards and a code of ethics. They require that appraisers be experienced and establish criteria for claims of expertise. They mandate compliance with USPAP. Novotny has met all requirements of his professional memberships and designations. He has been a full time antiques and personal property appraiser since 1993.
Novotny attended a weekend program at the College for Appraisers for a year and studied many types of antiques, collectibles and personal property in 1993. In 1996 he attended and passed the nine day core courses necessary for accreditation. In 1997 he completed and passed the International Society of Appraisers (ISA) six day Antiques and Residential Contents Specialty Course.
William Novotny has over 30 years of experience as an antique dealer in the retail and orderly liquidation market levels beginning in 1979. During that time he bought, sold and consigned antiques, art, decorative art, collectibles and general residential contents either as an antique and general used goods dealer or estate sale agent.
In 1979 Novotny opened a 21,000 sq. ft. general antique store in the heart of Glendale California's business district. In 1987 he moved across the alley to an 8,000 sq. ft. general antique and rare records store with over a quarter million records. Seven years later he opened smaller antique stores on Melrose in West Hollywood and then Novotny's Antique Gallery in Pasadena. During most of 1990's he exhibited at Bustamante antique shows and offered antique furniture restoration services to the public. He packed, delivered and restored his own antiques most of the time. Novotny has the knowledge, skills and experience to solve your valuation problem. He knows that his appraisal opinions must be be competently and ethically developed, credible, objective, impartial, unbiased and trustworthy.

Uniform Standards of Professional Appraisal Practice (USPAP)
In 2002 Mr. Novotny was certified (#10138) as an AQB Certified USPAP Instructor of the Uniform Standards of Professional Appraisal Practice (USPAP) by the Appraiser Qualification Board (AQB) of the Appraisal Foundation. He was the first personal property appraiser to attain this certification. He has remained current with his AQB Certification by recertifying for each new USPAP publication cycle.
Novotny taught the Appraisal Foundation's National 15-Hour USPAP course or 7-Hour USPAP Update course yearly since 1997 for ANA, the College For Appraisers, Appraisal Course Associates, ISA and local chapters of ASA. He taught basic valuation courses in theory, methods, practice and report writing for ANA.
The Appraisal Foundation was authorized by Congress to be the source of appraisal standards and appraiser qualifications. USPAP is widely recognized by regulators, government agencies, the courts, the insurance and banking industry, appraisers and typical users of appraisal services as the minimum standard for appraisals.
